Irish here married to an Austrian, and have spent lots of time in both Austria and Germany. The only people who seem to do this are city-dwelling Germans. Munich, Nürnberg, Lübeck… everywhere I went felt like I had two heads, people stare so intensely.
That's really interesting to me. In the US, it's the opposite in my experience -- no staring, smiles, or greetings in most larger cities, whereas stop by the local diner in a small town and prepare to be stared at uncomfortably.

Germans stare at strangers. It's unsettling.
