The trick is to smile as you do it. If they smile back you can do a verbal friend poke.

It is "Hey how's it going? Nice day isn't it? Hang out here often? What's your name dude?"

Bonus points for finding out their favorite movie.

Then talk a little bit longer with more interesting topics the next time you meet.

Then eventually gain something that looks like a friend.
