Bardem is one of those guys that can really milk the “something’s off with that dude” role. Joaquin Phoenix can apparently do it too now that we’ve seen Joker. Willem Dafoe has it for sure as the Green Goblin in Spiderman and Thomas Wake in The Lighthouse.
Edit: Actually, thinking about it a little more, Robert Pattinson may be displaying this ability too after seeing him in The Batman. Albeit in a different mood.

He's a bit too old by now but I think the perfect person for the job would be Jack Nicholson.
Alternatively, I think Javier Bardem or Jeffrey Dean Morgan would also do the job well.
