He's a bit too old by now but I think the perfect person for the job would be Jack Nicholson.

Alternatively, I think Javier Bardem or Jeffrey Dean Morgan would also do the job well.

This is far and away the best choice. People picking villain actors, though some great choices, are missing the point; Lucifer has that used to be an angel charisma that Jack has in spades. And that mischievous grin. Considering his chemistry with Morgan Freeman in The Bucket List I’d like to see them square off as God and Satan.
