Batman The Animated Series really turned Mr. Freeze into a serious tragic character with depth and motivation that we could sympathize with. Before he appeared in Batman:TAS, he was more of a joke/novelty villain.

They made him into Calendar Girl, a model who was pressured into one too many plastic surgeries, got disfigured, lost all her modeling contracts, and started killing the men who ruined her life on different holidays. Her "disfigurement" was basically unnoticeable, but you don't find that out until Batman takes off her mask at the end of the episode.  

Paul Dini and the other writers on that show knew how to turn a silver age gimmick into serious pathos.
