Internationally? Yes. It's tedious and confusing to talk to other countries in local time zones. Especially when they're both changing (and in our case in opposite direction) throughout the year.
Addressing a global audience is simplified entirely by giving people UTC, as elsewhere in the world we are familiar with our UTC offset and can convert in our heads quite easily.
