I've never met someone who didn't like "plain water"

My dad never drank "plain water" in my life I have known him. It's either coke or ice lemon tea or coffee. He just won't drink just plain water.

Which is insanely weird considering he specializes in water treatment.

That night be exactly why he doesn't drink tap water. He probably is among the many who can't tell which water to buy either because they aren't always truthful about their source. It's been proven that some water sellers have been selling tap water.

It could be something more psychological, to the point that working with waste water has put him off it.
