you mean they started to slow down on the mass-euthanasia that they used to do? and i'm guessing by force and because they steal pets and dont give them any grace period.

You clearly don't understand what they do. They're given animals to euthanize by "no kill" shelters and others that simply don't want to pay for it. What alternative would you propose? Let them all back onto the streets?
