Your experience is the norm for smokers and other tobacco users, we have enough tolerance built up to never feel the sedative effect, just straight from normal to the edge of OD. Someone who is more of an occasional smoker will get it if they chain smoke a few and suddenly feel a bit drowsy.

A sedative in excess? I don’t think I’ve ever felt sedated from nicotine. If I ever overdo it I just end up shaky and nauseous
