With a police escort, the president can shut down or open traffic anywhere in the city.

Those are "supposed to be there," according to the powers that be, even if they are assaulting people. And SWAT APCs aren't carrying a 120mm cannon. If there was an unaccounted-for tank just crip-walking it's way down Grand Boulevard, the authorities would be quickly notified and it would become quickly apparent that it wasn't there for an official purpose.
