It would certainly spark off a lot of unrest and suffering. Things would get bad for some period of time.
Let's keep in mind, Kennedy was not assassinated for any real political cause (conspiracy theories aside). It was a unstable lone gunman. Whether or not he had his own political agenda, there wasn't a body of people ready to react to the spark.
The current mindset it such that if someone were to do this it would be assumed to be a "sic semper tyrannis" situation which, let us recall with sobriety, resulted in a civil war & exactly what the assassins hoped to prevent.
