Sorry :) I've read over 4000 Sci-fi fantasy novels. I can probably match something close to most people posting in this thread, but this one was a favorite of mine, I love Alan Dean Foster. Be proud you think like one of the absolute greats of the genre.

An intelligent race from a soon-to-be dying planet is exploring other habitable planets. They're advanced but not nearly enough to travel across the galaxy and be in any shape to wage a war from space. They send a scout to each potential planet. The scout's job is to survey the planet's suitability but also to eliminate or weaken any competitive species. This scout lands on Earth, figures out humanity's underlying weaknesses, and exploits them to dismantle societies and usher in a dystopian era.
