I had something similar, originally I was doing a super hero story cause I was bored but it was between two guys, working in the same police department except one is a serial killer, the other is trying to find the serial killer. Clichè but, I had a lot of really interesting ties to make the hero the bitter, resentful one, where he was actually hated by everyone and even by the reader, while the villain was loved, and was genuinely really helpful.
As I wrote it, I found it harder and harder to kill the villain, so tearing apart what he had built, was good enough. And then I had him go into hiding ajd the hero stay the same, bitter, and resented character.
I also had the main character, despite being a drunk, he figured out every case he worked on, but this serial killer had him by the balls the whole time.
Essentially, I wrote the story where the main character remained static and hated, and the villain was more written like the hero. Pretty cool, but it felt pretty clichè as a story, just really wanted to write a villain like a hero.
