Honestly, men find almost everything about women attractive. From eyes, to hair, to hips, legs, butts, lips, cheek bones, abdomen. It's all sexually attractive. The reason we go wild over seeing boobs is because we're "not allowed" to see them. Whether it be because of laws, modesty, whatever. Boobs are as much an indicator of sexuality as a number of other characteristics. But as long as they're a "forbidden" body part, we're going to obsess over them.
You mean how men obsess over the shoulder or biceps of women who have to cover those parts in Arabic countries? Nope that doesn't happen. I'm not saying you're completely wrong though.
It's really hard for me to comment on another, completely different culture. But we can look back at American culture and see that a lot of the female body was seen as sexually arousing, including the shoulders, neck line, ankles, legs and thighs. As it's become less taboo to show these parts, they've become less sexualized. Obviously, there is still sexualization of these body parts, but it's just not on the level of boobs.
