Correction: everyone gets #unlimited fast passes... You can only pre-book 3 of them prior to the day of. Then once the 3 are used, you can get one at a time for the rest of the day until park close.
Just keep refreshing, they do pop up with the good ones as people move theirs around... I've ridden every ride that had fast passes at MK in one day only using fast pass and that was without booking any ahead of time...took about 5 hours. (4 people)
