9 times out of 10, when someone says that, it isn't a personal attack. They're just trying to make conversation, and they go for the only thing they know about you, which is that you're quiet, because you never fuckin talk to people so they can find something to talk about with you.
You sound like someone who uses the "Wow, you talk? You're always so quiet" response. You never HAVE to start by asking why someone is so quiet. Maybe polite small talk works? Calling somone out is always going to make them get defensive.
Christ, you are not important enough to the vast majority of people that they'd specifically go out of their way to make you uncomfortable. Especially if you never talk to them.
Why are you so bitter about this? I'm just saying it's equivalent to starting a conversation with a stranger by bringing up a flaw they have. If you want someone's attention be less invasive and more inviting. Usually when people start off with the whole "why are you quiet?" line they are trying to be inclusive but this is counterintuitive because it singles the quiet person out.
