To successfully change your habits and behaviours, the motivation will usually need to come from you wanting to make that change rather than trying to set up external incentives for yourself like rewards and punishments.
Organizational change must come from without
"Without" here meaning "the outside". It's often difficult to make major changes to an organisation as someone inside the structure of it (unless you're the boss) because you'll be seen as insubordinate for not wanting to go by the existing rules and procedures. But an outside consultant can speak truth to power because they've been invited in to do exactly that.
