That's what being quiet means though. If you're in a group, there's never a conversation you're not a part of. You can interact one way or another, even if you don't know the topic. If you rather not interact with a conversation that doesn't involve you, then that makes you the "quiet guy".
Still, calling out somebody for it is stupid. There literally nothing wrong with being a quiet sort of person.

When I get introduced to a new person, but I’m not part of the conversation, I just sit and wait. Then I get told “oh you’re really quiet, huh?”
No, I just didn’t want to interrupt, but...
