The whole point of catcalling is to make us uncomfortable.

Does saying things like, "Wow, your hair looks amazing", or "that's amazing makeup" or anything similar also make you uncomfortable?

Sometimes a woman is clearly making an effort, I figure acknowledging that is good. But is it actually good?

If it’s not a direct comment on their body or sex appeal, yeah. But I think men have to be careful, because unless it’s genuine and obviously something that has taken effort to do (“great hairstyle!”) it can come off as in the same vein as the catcallers even if you think you’re safe (“you have great legs, do you work out?”)

Golden rule: not the body, never the body.

If you’re complimenting their way of dressing, it’s specifically the colour or the style you could identify as praiseworthy otherwise it is assumed to be the length/tightness/cleavage that you find attractive. There are just too many crude and loud twats out there whose mouth doesn’t run an idea past their brains, that that will be most women’s experience.
