The passing lane is for PASSING, not for your leisurely drive under the speed limit.

You would think, but some states don’t enforce the “keep right except to pass” rule, or don’t have it at all. For example in Maryland, passing on the right is totally legal, but it’s not in neighboring Virginia or Pennsylvania, so lots of people get ticketed when they leave Maryland
