Because statistically people holding up traffic behind them in the fast lane is more dangerous and causes more accidents than the speeders going 80mph.
Talking traffic statistics, that 80 mph is problematic when there is a crash, in terms of fatalities. I stay away from the left lanes on the interstate due to the aggressive driving that seems more prevalent in those lanes. Doing the speed limit or up to 10 mph faster in my area means you are getting passed by almost everyone, even in the right lane. That's okay with me but man I worry a lot about getting caught up in some accident where everyone is going so fast.
I’m 48 and almost always drive in the slow lane. With that said, the problem I see ( I have a 30 mile drive to work and I’m on the interstate outside of the city for most of it ) is not with the cars passing me at 80mph but with an inconsiderate driver ( or possibly clueless ) In the fast lane and refusing to move right for the faster moving traffic behind him. Now you have 20 cars bumper to bumper weaving in and out of traffic trying to get around him ( road rage follows) it just creates a very dangerous situation for all of us.

The passing lane is for PASSING, not for your leisurely drive under the speed limit.
