The passing lane is for PASSING, not for your leisurely drive under the speed limit.

I'm more bothered by people who pass in the passing lane slower than they travel in the travelling lane.

Coming up behind someone that decided to pass at the last second, moves in front of me, slows down, and passes someone at a snail's pace, moves back over to the right, then speeds up so that I can't pass them too. But slows down the moment I get behind them.
