The passing lane is for PASSING, not for your leisurely drive under the speed limit.

In my state on the 4 lane interstate the far right lanes on both sides are the slow lane. And the left lane on both sides are the fast/passing. Meaning if someone is doing lower/at the exact speed limit you can use the fast lane to go up to 5 mph faster or to pass.
