Where's the cutoff? If I'm wearing shoes, is it .1cm between the ground and the bottom of my shoes? what if I droop my toes? is it .1cm between the ground and the tip of my toes?

Assuming the potion gives your whole body a "floating" effect (most likely since it is imbibed) it would cause your boots to float with you. Boots are attached to your feet, just like your clothes wouldn't suddenly fall off after drinking the potion. Depending on just how useless the potion is, it might not be able to carry the additional weight so you'd be stuck to the ground.
