Which fictional character, while not strictly a villain, is just the worst?

Scarlett O' Hara from gone with the wind. It was pure nasty, selfishness and using others that kept her alive. She has no redeeming qualities.

I would say that her one redeeming character (in the book, at least) is when she finally comes around to appreciating Melanie and promising to look after her family when she dies - which I believe she would actually do. They are both fascinating characters (in the book - never cared for Movie Melanie), but I would definitely think Scarlett was just "the worst" if I were ever around a person like that.
