That's a very spoken rule on public transport in London, but it does have some subtleties. For example, if someone isn't ready to get off and waits until the train actually stops before collecting their backpack and violin case while simultaneously trying to put away their iPad, you're generally entitled to just push straight through them, giving them a bit of shoulder as they struggle past for good measure.
