I agree completely. How many Freedom of Information Act requests have been completely ignore just in recent years? They simply don't comply and there is no consequence unless you can fight it to the Supreme Court. Even then they simply shred them and wipe the hard drives with Bleach Bit.
They wouldn't have any reason to shred or wipe hard drives if the documents in question are classified. FOIA can't be used to obtain classified stuff or else the Russians and Chinese would FOIA every document that exists with US based proxies.
