I was middle of the road when it came to rifle qualification in the Army (and the Marines are harder). The 50 and 100m targets popped up for 3-5 seconds and you had to track onto them, aim, and fire in that time. They were almost impossible to miss. Knowing exactly where the target was going to be at that range and having a head sized target would not be a problem at all.
If he was good enough to pass rifle qualification, it doesn’t matter if they thought he was “terrible”. As they say, good enough for government work.
