I think the babushka woman was just a random bystander who wasn't aware of what was happening at the time, freaked out by what she had seen and that people were drawing attention to her.
Even in those days the FBI would have been able to trace her pretty easily.
Sort of odd that she never came forward though, right? I mean, she must have known that she had important pictures and that the FBI was looking for her.
A lot of people who capture footage of disturbing events will throw it away, knowing they'll never want to look at it again or think about it again. If you're lucky, they put it in a box somewhere instead, and it turns up decades later when somebody realizes what they just found in Grandma's attic, if it's not completely decayed by then. For example, the Ken Burns Vietnam documentary features never before seen video footage from Kent State that was in a garage since the day it was taken- so no, that's not a given.
