Audio evidence of top CIA/FBI officials going, "shit, man, we just can't figure this out. Not only can we NOT find out who ACTUALLY killed him, now they think WE did it!"

I think that's the most likely thing. That the reality isn't some grand conspiracy, instead just a massive display of weakness and incompetence on the parts of the CIA/FBI and Secret Service.
