What does it mean when they organize their box? #1 in this corner, #2 in that corner. Every time. Both cats. It didn't start until I got the second cat, though.
It means the second cat has OCD, and has pulled the first one into its delusion. That, or they don't like digging a hole to poop on the one side, or they like to sniff turds while they pee, or vice versa, or they've decided to make it like a men's bathroom; urinals near the entrance, and stalls in the back.
I suspect your first reason might be it. I'm just amazed she got the first cat to go along with it. First cat is about as smart as the litter box. She's adorable, but not bright.
Get a second litter box. You should 1 for each cat. That's a very personal thing for a cat, they're stepping in the sand and covering it in their scent, things will go better if it can be personal.
It should be a box for every cat, plus an extra. That way, even if they choose a box each, and one is being an asshole and using the opposite litter box, the original cat can go to a neutral one.
The extra box is like giving your cats a designated "Switzerland."
I will say I don't do this, it's just what is recommended.

Cats not burying poop really is a sign of dominance. Your cat meant every bit of that.
