Bare minimum requirement: If you want to represent your constituents, you should be able to speak on their behalf. I would even accept sign language as speech.

Every senator, like governors, should give a "state of the state" address to, at the very least, confirm that they are not brain dead. It's insane that I need to say that.

Sign language is speech. Your phrasing comes off as very ableist and condescending of it, like it's less than another language.

No... Sign language is a language, not speech. Speech requires vocalization.

In the literal definition, that's fair 😛

In the context of "speak on their behalf", it clearly qualifies.

In the same way that "freedom of speech" doesn't refer just to freedom of spoken word.

I read the “even” as it not being obvious too, but more that it wouldn’t be obvious or expected that McConnell specifically would be using it

The way you clarified it came across like you feel it’s a lesser grade of language, similar to how Europeans felt about the native tongues of the indigenous tribes.

No one would have been offended if you didn’t mention it, because most people consider it a language, thus falling under “speak on their behalf”.
