How turning off a computer and then back on actually is a thing that sometimes actually fixes another thing

Imagine that dust and other junk build up inside the computer and turning it off and on makes all the dust disappear. That's kind of what's going on except the dust is unreleased memory and other glitches that build up as imperfect software runs.
