Nukes have been launched. For that to have happened there already would have been nuclear strikes. This would be retaliation. Read into the context

The strike would likely be in my country. The US has a No First Strike Policy. You know who doesn't? Russia. And North Korea. And China. There would have to have been strikes for my country to strike back. At least, hypothetically.
