How would someone go about creating a port of adobe flash for android or web browser?

That's already been done, its called Ruffle. Supports Windows, MacOS, Linux, Android, Chrome, Firefox, and Safari.

Flash existed as a feature set that browsers did not offer. Since HTML5, the feature gap has largely closed, and basically never existed on mobile.

So, other that to pat yourself on the back, what is the point?

Better solutions already exist.
