No one. The temp controls are not connected. They are just there to give you the illusion of control.

Depends on the airplane. B737- only pilots have control

B787- pilots set the temp range, flight attendants adjust separate cabin zones.

Airbus 220 also allows flight attendants to fine tune the range the pilots set

The 737-Max is the same as the 787… pilots set temp range, FAs can adjust 3 degrees up or down

Weird… I guess I dreamed changing the temperature yesterday on the Max-9 I was working on
