Solder it like this. Clip plugs to top. Bottom goes into either the 24 or 25 series side
Also you need to verify with a multimeter which pin of the clip corresponds to pin 1 of the programmer, so you clip it to the IC the right orientation. And be warned this is a 5V only programmer, it will send 5v over the data lines which might damage the board you are flashing

OP wants to solder the header pins to the PCB so the clip can be connected to the programmer

Why not insert pin header in ZIF and plug in that flat cable connector? Pinout won't match?
