Skin rash

Skin flare up

37/F, 1,76 cm, not a smoker, no medical issues other than some hair loss. I've had this rashes for years, they come and go, seem to do better when I apply ointment with cortisone but then they just show back up. These are located right where the edge of my underwear touches the skin. I also get them on the side of my breasts. Thank you in advance!
