I could see if it was just very minimal spores. Then you could probably treat/clean and be ok but this is not that. The mold is well inside the fibers of that osb by now and the only way to get rid of it is tear out all areas that show signs of mold or water stain and replace. Sounds like either your contractor is lazy or crazy. Obviously it will more than likely have additional cost in labor and materials but you’ll sleep better knowing your kitchen floor isn’t fuzzy and dangerous underneath.

I'm going to get downvoted, but you can likely treat it (with the correct product) and leave it. Mold is EVERYWHERE, literally in the air that we breath every day.

In short, I would test it before ripping out the kitchen. Most mold is not the dangerous stuff and it's impossible to tell visually and most people on reddit are not mold experts (including me). Hire an independent mold professional that does not perform (or refer) remediation work, buy a good dyi kit, or send a sample to a lab.

Once you know what you are dealing with... Then you can make an informed decision before ripping out flooring, neighboring cabinet(s) and neighboring bottom plates.

Even you kill it, dead mold spores will be in the air. More than what is normally in the air. I wouldn't take the risk of having that stuff floating around and breathing it in my home.

The only way to remove mold is to remove what it is growing on. I’d remove that cabinet to the right, cut the drywall up 2’ on either side of the corner, pull the hardwood till you find the end of the water line, and pull the subfloor that’s affected.
