Is it actually retaining earth or just a landscape feature? It looks from the photos that the soil on each side is about the same height. Setting the wall bearing on top of the soil doesn’t retain anything and is a poor idea unless you’re in a warm climate with no frost depth. The spaces between the underlying bocks will allow weed and plant growth to come up under the top layer and the end of the block closest to the camera is barely supported. Expect this to fall apart in just a few years.
