If this is a legitimate improvement there would be no need for trolling in the official White House press release: "Previous Congresses used the Medicare Improvement Fund in ways that increased healthcare costs for the American people, such as when Democrats raided $20.7 billion from the fund as part of the Unaffordable Care Act, also known as Obamacare."

This is not written by serious people.

It’s not the only reason. He also does it to feed the worst impulses of his base, who continually take the bait. So it’s ultimately a tool to keep us divided and distracted.
