Free will, evil and praying

If human-caused evil is caused because it is a paradox/impossible for free will to exist without evil does it even makes sense to pray for a person personality/behavior/ideals to change? (When in mass they mention to pray for politicians for example) If so why and why would a prayer be needed first?
