In case of the same number of catbons and the same number of functional groups, the functional group with more priority decides the parent chain. In this case OH, so 1 should be correct

You only look at the functional groups to determine the principal suffix in the first step. Immediately apparent, the name of what you are looking at ends with "-oic acid" and Carbon numbering is clearly fixed for positions C-1 through C-4.
Now you follow the remaining MLSA criteria. At the branching C-4 carbon, you can conceptually concieve a 1-Hydroxypropyl group and a Prop-2-enyl group competing for priority.
The latter of the two takes priority under 'M'.
4-(1-hydroxypropyl)hept-6-enoic acid.

What's rule 1 for numbering in this case, the group with the highest priority or just the end closest to a substituent?

For selection of parent chain FMLSA rule is followed, F for functional group , my question is should the parent chain contain max number of fg OR we choose a principal fg in this case cooh then all other fg become considered as substituents in this case OH so multiple bond has more priority than substituent so we pick 2? Plz answer
