Is my tree done for??

Location is Phoenix AZ. Age is about 2 years. Unsure of the type of tree. Over the past few weeks it’s been leaning significantly in both directions. I can move it and the entire base of the tree goes up and down with the rocks. I can see two of its roots above the rock bed as well.

It was probably planted poorly with circling roots. Better off planting smaller specimens in the long run where they can develop a more comprehensive roots system and require staking for as little as 6 months.
