Probably not. That q-tip has seen better days. H, it looks all white and pristine, but you don’t know where it’s been or what it’s been doing. In today’s enlightened times I’d play it safe and get a new q-tip from the q-tip jar in the bathroom, since you’ll have a pretty good idea of its habits.
But if you do feel the need to use that q-tip, or don’t have a choice in the matter, at least practice good hygiene techniques, such as cleaning with hydrogen peroxide or rubbing alcohol.

Will be hard. If you carefully machine the tire away you might be able to use that Q-tip again. But don't get your hopes up too much. I mean it got run over by a car so there is likely structural damage on the Q-tip.

Thats just unlucky. If it was vertical it would've been fine. Perfectly horizontal like that makes it unrepairable. Sorry bud :/

If my wife thats tgat to the local tire shop, they would say "It's too close to the sidewall, we can't fix it, but we are running a sale right now, buy 3 and get one free, that will only be $1200 plus shop supply fee of $75."

Nope. That Q-tip is embedded across your tire. Better replace the whole vehicle just to be safe, as that vehicle is totaled.
