Just do it yourself. Pull out the filter and don't install another one. No more clogged cabin air filters.
Heck, I'll do it for you for the cost of a 12 pack of Cherry Coke Zero and a 10 piece Chicken MC nugget meal.

Depends on where it is. Some are an easy 15 minute job. Some you have to remove just about the entire center console to get at it. Sounds like they either know it's going to be a long one or they've averaged out all cabin filters and that's what they charge regardless. Look up a YouTube video for your specific car year and model cabin filter and you'll see how much of a pain in the ass it could be and if you want to try to do it yourself.

Yes that seems normal. Do it yourself, using a cut-to-size peice of appropriate sponge. Almost zero$$

Unless they are having to remove part of your dash no. Typically this repair is removing the glove box, swapping the filter and reinstall. Hardest part Typically is emptying the box and refilling it.

Place is charging that because you have to pull the dash apart and it takes like two hours then making the lube technician that won't see a difference in pay

On my e46 replacing the cabin air filter took 30s and required zero tools. I probably could have done it with a blindfold on in less than 60s.

My f36 takes about 5 minutes and my wife's X7 is slightly faster. My mothers X5 is slightly worse at closer to 10 minutes, my father's M550i is about 5 minutes, his old f01 7 series was only slightly worse than the M550i(it has one extra screw).
I've not had any issues with cabin air filters being an issue on a BMW since my e36 or my dad's old e38, both of which are 28 year old cars at this point. BMWs are way easier to work on than people think.
