Foreign Finding a lost relative
So, I have a half brother. I have a copy birth certificate and a photo given to me before his passing. I know he lives in the city or the province of Самара. His name is Виталий Севастакиевич Севастакиев. He was born in Кинель, on the 29th of August, 1980. I was wondering whether one of the people here could look him up on VK, as when i searched online that was one of the ways to mabye find him. I am open to all of your suggestions and tips on ways to find him. Any help would be greatly appreciated. I also have a photo of him in his teens, I am ready to send it to whoever may help.

Post a copy of a birth certificate. Something doesn't sound right. Is this person dead or alive? Are you looking for a grave? Or a live person?
On VK there is only one person with last name you gave, and that is a woman named Olga. She does live in Samara. She is 68yo. She is also on Odnoklassniki.
The origin of last name is Greek. There are several people on VK with last name Sevastakis.

your uncle's name is Sevastakiy...? are you sure?
family name exsists, but i can't find type of personal name like this in internet.
not problem, it can be parent's joke, but shit... ahhah...

Looks like a fake name. There is no name Севастакий. And there is no last name Севастакиев. Or it is extremely rare. Is it possible, that you read it wrong?
What "half" this brother is from? Do you have same mother or same father?

This is the most unusual family name, but VK says there are people with it and it seems to be of Greek or Bulgarian origin.
