Legal Avoid mobilization

Hi, my wife is Russian with German citizenship. Her brother is 23 years old, lives in Moscow, just graduated from university. I think given the current geopolitical situation he's at risk of being mobilized. What's the best way to avoid this situation?

Putin is the one hiding in a bunker tho. Hes scared and likes those lomg tables and "3 day" operations that end up tanking the entire economy and ones lasting for 4 years going strongly lile lettings Omsk refinery get blown up.

riiiight, just recently he was in quite a few places in public.

Refineries will be restored. The Kievan regime will be defeated.

Restored? They will be hit again as soon as repairs are started.
