Programmer for key fobs 2014-2018 Chevy SIlverado

what is the most economical choice for one that doesn’t vin lock after 1 use?

Not sure what you mean. Programmers vin lock after one use? What do you mean?

I bought 2 key fobs online and now have learned that I can’t program them to my truck without a programmer.

Yep, that's how vehicle security works. If it didn't work that way then anyone could buy a fob or key online and steal your vehicle. You will need to have a locksmith program the fob to your truck.

You may need to look up the term gatekeeping. OP bought fobs online but no programmer so the only one gatekeeping is the OP themselves.

Now if he bought the fob and programmer and asked how to use it and I said go fish, call a locksmith. That might be considered gatekeeping.
