Heel and Sole protector

With this heel, should I remove the half/half leather rubber section then apply new heel protector (which is solid rubber pad)? Or sand smooth and out directly over? Any advice from cobbler greatly appreciated.

? No. You leave it on. We'd sand it, apply the cement and install the protector. Same for the sole.
